In Early 2003, Oriel approached the ICC with a plan and road map that involved a consortium of 9 companies coming under the umbrella of Oriel Solutions. This document and tender covered all the requirements for the Tournament in regards to security, safety, training, legacy and equipment procurement. After a long and exhaustive process, The consortium was stripped to 2 companies, oweing to financial considerations and a number of other factors. Oriel Solutions then teamed up with CES/CTS as a joint venture, creating Oriel CTS to provide a number of services to Cricket World Cup 2007 Ltd and each of the Local Organising Committees. (LOCs).

The following programme was implemented in November 2006:

The leading consultant and Operations Director for CES drew up the Operational Safety and Security templates for each participating stadium in the Caribbean. We worked out the correct number of personnel to be used at each stadium for match day and then drew up a training programme to deliver to the 9 LOCs and 12 stadium managers.

In November, Oriel CTS deployed a training team to Jamaica, where we instructed 28 Local nationals of differing backgrounds in the UK NVQ Level 4 Crowd Safety Management and Stadium Safety Management in order to qualify for the Stadium Safety Officers position for the CWC under the guidelines expressed by the organisers and ICC.

During the period December 1st to March 1st Oriel CTS deployed a second training team and visited all 9 countries teaching a CWC Level 2 Qualification to over 6000 people. The students were from all walks of life, Security Guards, Unemployed, Firemen, Fishermen, Accountants, Students and many others. The qualification had modules that included: Duties and Responsibilities of Stewarding, Health and Safety, Basic Fire, Customer Relationship Management, Conflict Resolution, Contingency Planning and Crisis management, basic IED/Bomb awareness and Search Techniques. All students had a written pass or fail test for each module. During this period, steward supervisors were identified and given separate training as to what was expected of them during matches.

Once the training was completed, Oriel CTS deployed 4 Stadium Safety Officers from the UK to lead the local safety officers through the first 3 matches at each stadium. This coincided with the deployment of Operations Managers taking the lead running the stewarding, again for the first 3 matches. Gently the reins were handed over to the locally trained staff for the duration of the tournament. Oriel CTS staff were on hand throughout the Tournament to advise and guide the staff through to the finals in Barbados where the team deployed in full with the local staff for the Final.

Oriel CTS trained over 6000 people in 9 countries at 12 stadiums in 5 months and operated these stadiums and staff for the duration of the CWC. There were no incidents worthy of reporting to the ICC in any of the stadiums. The local staff did more than well considering they had no experience in running stadiums or large international tournament. A truly strong legacy has been left in the Caribbean by Oriel CTS, even though this requirement was taken out of the contractual obligations. We are all proud of what was achieved and the LOCs should be proud of all the stadium staff. An immense undertaking, executed without incident and with great pride by all involved.
